Elizabeth W. “Betsy” Pfromm, 77, of Lancaster, passed away on Tuesday, May 26, 2026, at Penn Medicine Lancaster General Health.
She was born in Philadelphia, PA, on April 11, 1949. Betsy was a visionary leader, passionate advocate, and pioneer in children's mental health whose influence transformed the lives of countless children, families, and communities. For more than four decades, she dedicated her career to advancing behavioral health services, championing prevention and early intervention, and ensuring access to quality mental health care for vulnerable children and families. From 1989 to 2016, Betsy served as President and CEO of Los Angeles Child Guidance Clinic. Under Betsy's leadership, Los Angeles Child Guidance Clinic became nationally recognized for its groundbreaking work in prevention and early intervention, particularly for children ages 0–5 and their families.
Prior to joining Los Angeles Child Guidance Clinic, Betsy served as Executive Director of the Harrisonburg-Rockingham Community Services Board in Virginia, where she spearheaded innovative service redesign efforts that integrated mental health and substance abuse treatment, expanded community-based services, and dramatically reduced reliance on state psychiatric hospitals.
Betsy held a master’s degree in public administration from Harvard University, where she was selected as a Women's Leadership Fellow, and a master’s degree in counseling from James Madison University. She earned her undergraduate degree in Sociology and Psychology from Mary Washington College of the University of Virginia.
Following her retirement in 2016, Betsy lived a life marked by service, friendships and community engagement. In 2019, she moved to Willow Valley Communities where she embraced a fulfilling retirement. She enjoyed Lancaster's vibrant performing arts community, took leisurely trips to her beloved childhood destination of Sea Isle City, dined often with friends, and served on a committee helping envision the development of a new Memory Care Center. She also was actively engaged with the Resident Network LLC, the first community affiliate of the National Continuing Care Residents Association, an organization supporting nearly one million seniors living in continuing care retirement communities across the country.
